ML&P is owned by the Municipality of Anchorage, which purchased its distribution system from the privately owned Anchorage Power & Light Co. in 1932. Since that time, ML&P has grown to include production and transmission as well as upgraded and expanded distribution.
ML&P operations are funded through its rate-paying customers and gas sales. ML&P is subject to the Regulatory Commission of Alaska. Regulations cover service area definition, tariff rules and regulations, service quality criteria and establishment of rates and charges.
ML&P’s commission conducts public hearings on matters pertaining to electric utility rates and regulations; recommends adoption of electric rates and service regulations; initiates, negotiates and reviews for recommendations municipal electric utility contracts; reviews electric service policies and practices; reviews annually ML&P’s budget and operations; makes recommendations as to any necessary expansions, improvements or economies of the utility; and performs other duties as the Anchorage Assembly may refer. Commission meetings are open to the public and occur monthly, usually at noon on the last Wednesday of the month, at the ML&P headquarters building.
